Important Disclosure: Scope of Advice

This page is general information about CWCC's Laval office and the services available there. It is not personalized financial, insurance, tax, or legal advice, and it does not recommend any particular product. Jose Salloum is a licensed Financial Security Advisor (Conseiller en sécurité financière) regulated by the Autorité des marchés financiers (AMF) in Quebec. As a licensed insurance advisor, he may receive commissions on insurance products arranged for clients. A common feature of the profession, disclosed here in the interest of transparency. Any specific recommendation would follow an individual needs assessment. This page is educational and informational only.

In plain language: tax rules change, and how they land depends on your situation. Treat what you read here as background, and let your accountant confirm anything that touches your own return.

Who You'll Be Meeting

Before anything else, it helps to know who is on the other side of the table. CWCC, the Canadian Wealth Creation Centre, is led by Jose Salloum, a licensed Financial Security Advisor based in Laval.

The title matters, so it is worth being precise about it. In Quebec, "Financial Security Advisor" (conseiller en sécurité financière) is a specific, regulated professional title governed by the Autorité des marchés financiers (AMF) under the province's legislation for the distribution of financial products and services. It identifies a licensed life and health insurance advisor. It is a different title from "financial planner" (planificateur financier), which is separately protected and carries its own distinct qualifications. A distinction Quebec takes seriously, and one worth understanding when you choose who to work with. What this means in practice is that you are meeting a licensed insurance professional whose focus is protection and financial security: helping individuals and families understand how insurance-based solutions can fit into their broader financial lives. The emphasis throughout is on education first. The goal of a conversation is that you understand your own situation, and your options, more clearly than you did before, not that you are moved toward a particular product. Any specific recommendation, if one is ever appropriate, follows only after a proper assessment of your individual needs. That order matters, and it shapes how every conversation is approached.

What We Help With

People come to a Financial Security Advisor for different reasons, and it helps to know the general areas where guidance is available before you reach out. The common thread across all of them is protection. Making sure that the people and plans you care about are not derailed by an unexpected event.

The main areas of focus include life insurance, which provides for the people who depend on you in the event of death; living benefits, a category that includes disability insurance, critical illness insurance, and long-term care insurance, all of which respond to serious health events that happen during your life; group insurance, for business owners and organizations looking to provide coverage for their teams; and broader financial security planning that considers how these protections fit together with your overall situation. Each of these is an insurance-based area, and each is approached the same way: by starting with your actual needs and circumstances rather than with a product. It is worth being clear about what this is and is not. Insurance is protection, not investment. Its primary purpose is to provide a benefit when a covered event occurs. Some insurance products also have features beyond that core purpose, but they remain insurance products, and they are discussed as such. Whether any particular type of coverage makes sense for you depends entirely on your situation, which is exactly why the process begins with understanding you rather than with presenting a solution. There is no single answer that fits everyone, and no conversation assumes there is.

Visiting the Laval Office

For those who prefer to meet in person, the CWCC office is easy to find and centrally located for anyone in Laval or the northern part of the Greater Montreal area. Here are the practical details.

The office is located at 3899 Autoroute des Laurentides, Suite 203, in Laval, Quebec, postal code H7L 3H7. It is positioned along one of Laval's main routes, making it reachable from across the city and from neighbouring communities in the Greater Montreal region. You can reach the office by telephone at 514-875-9444 to ask a question or to arrange a time to meet. Because the Laval and Montreal region is genuinely bilingual, service is available in both English and French. You are welcome to meet, ask questions, and review any documents in whichever language you find most comfortable. This is not a small detail: with insurance and financial security matters, the specifics genuinely matter, and understanding them fully is far easier in the language you think in. Whether you visit the office in person or begin with a conversation by phone, the aim is the same. An unhurried, pressure-free discussion where your questions come first. The office serves clients throughout Laval and the surrounding Greater Montreal area; if you are located elsewhere, the best step is simply to get in touch and ask, so that expectations are clear from the outset.

What to Expect From a First Conversation

If you have never met with a Financial Security Advisor before, it is natural to wonder what the first meeting actually involves, and whether it commits you to anything. It does not, and knowing that in advance tends to make the whole idea feel a good deal more approachable.

The first meeting is called a Discovery Meeting, and the name describes its purpose exactly: it is a conversation to discover whether working together makes sense, for both sides. It carries no cost and no obligation. There is no product presentation, no pressure, and no assumption that it leads anywhere in particular. Instead, it is a chance for you to share what is on your mind, a concern, a life change, a question you have been carrying, and to ask whatever you would like to ask. It is equally a chance to get a sense of whether this is someone you would feel comfortable working with, which is a genuinely important question and one only you can answer. If, after that conversation, you decide you would like to go further, the next steps would begin with a careful look at your individual needs and circumstances, because that is the only responsible basis for any specific recommendation. And if you decide it is not the right fit, that is an entirely acceptable outcome. The first conversation exists to help you make that decision, not to push you past it. The purpose is understanding, not a transaction. You should leave knowing more than you did when you arrived, regardless of what you decide to do next. That is the standard every first meeting aims to meet.

This page provides general information about CWCC's Laval office and is not personalized financial, insurance, tax, or legal advice. It does not recommend any specific product or strategy; any recommendation would follow an individual needs assessment. Insurance is protection, not investment. This page is informational only.

In plain language: this is insurance first. It exists to pay a death benefit. The cash value and the dividends are real features, but they are features of an insurance product, not a fund, not a security, and not something that should be compared to the market as if it were one.

Important disclosures

  1. This page is education, not advice. The content is general information prepared by Canadian Wealth Creation Centre Inc. It does not take your circumstances into account and is not a recommendation to buy, hold or cancel any contract. CWCC is not registered with CIRO and does not provide securities advice. The firm places insurance in Quebec, Ontario, Alberta, British Columbia, Manitoba and New Brunswick; clients elsewhere are served by advisors licensed in their province.

Nothing here was written with your file in front of us. Read it to understand the subject, then judge it against your own situation, ideally with someone who is licensed where you live and who has seen your numbers.

  2. Tax treatment depends on your own circumstances. The tax treatment described depends on the contract remaining exempt under the Income Tax Regulations and on the reader’s individual circumstances. A withdrawal, a surrender or a policy loan may be a disposition under the Income Tax Act, and amounts above the adjusted cost basis may be taxable in the year they occur. Tax rules change.

The tax result is not automatic and it is not unconditional. It rests on the contract staying within the Canadian rules and on your own situation. Before you rely on any of it, talk to an accountant who has actually worked with these contracts.

  3. Guarantees come from the insurer, not from the government. Guaranteed values in a life insurance contract are contractual promises of the issuing insurer and depend on that insurer’s financial strength and claims paying ability. Dividends on a participating contract are not guaranteed, are declared at the insurer’s discretion and can change. Policyholder protection in Canada is provided by Assuris within its published limits; deposit insurance does not apply to insurance contracts.

The guarantees written into a contract are real, and they are the insurer’s. The dividend is not a guarantee at all; it is what the insurer decides to declare each year. Know which numbers are which before you make a plan around them.

  4. Illustrations and projections are not predictions. Any figures, examples or illustrated values are hypothetical, are shown to explain a mechanism, and are not a forecast of the performance of any contract. Actual values will differ and may be lower than those shown. Past dividend scales do not predict future scales.

An example is there to show how the parts move, not to tell you what you will get. Any real illustration you are shown should be read on its guaranteed columns first.

  5. Investment discussion is general and comparative. References to investment products, accounts or returns are for comparison and education. CWCC does not sell securities and is not registered with CIRO. Segregated funds are insurance contracts; their guarantees are the insurer’s and apply only at the dates and on the terms written in the contract. Returns are not guaranteed and capital can be lost.

When this site compares a contract with an investment, it is describing how each works, not telling you which to buy. Questions about securities belong with someone registered to answer them.
